. we've heard tat the, you know the obama administration basically declared victory on the website yesterday. they say it's now working. well they fixed the front end of the website where consumers go and sign in and can do a little shopping. there's a back end of the website as well in which it communicates with other feder agencies like the irs. it determines whether someone is eligible for a subsidy and if so, how big it is and then it tells the insurance company. that part isn't working. regardless of what you heard about the other parts of the website, that part isn't working. >> not working or not built? i'm reading it is not finished. >> it is not built yet. not as if it has a bunch bugs. ttey haven't finished it. we're days, a few weeks from this needing to work. what happened is, the insurance companies said wait a minute, if the website can't calculate subsidies. government can't give us money, are we supposed insure people for nothing? what happened is, the obama administration said well look, if you estimate what you will pay ou in subsidies just tell us, we'll pay you

continue to see that. thank you. >> the obama administration said it has met it's deadline to fix the healthcare.gov website. the administration promised all would be well in november. we will gather to the white house with more details, mike, this was a big deadline for the administration. are all the problems with the website solved? >> reporter: they aren't all solved but they say its like night and day after that disastrous launch of octobe october 1st. they cite certain benchmarks, certain metrics, error rates down to 1%. they were 6% at the outset of this debacle in the estimation of administration officials. as many as 800,000 a day and they achieved 90% functionality. you recall that by the end of last month, november 31st they had promised an 80% functionality. by their own estimation they have exceeded that. but that's by their own estimation. for the time being we'll have to take their word for it. it's all a anecdotal at this point. there are questions about the website's security when people are entering sensitive personal information and data, and about insurers on the b

just the obama administration's fault. it's the bush administration's fault. the cheap dollar policy creates financial bubbles. who can take advantage of financial bubble? the rich. the poor always have to sell out at the bottom. number one. number two, the regulatory creep that occurred under bush and has accelerated under obama has made it very difficult to expnd in areas where you typically find high wage blue collar jobs, in transportation, energy extraction and so on. i hope rick will be pleased to hear that i'm not blaming this entirely on president obama. >> well, on theother hand, mike, president obama's solution to all this and they're saying it in europe, the imf is saying it, is to have this global wealth tax, to tax the rich more, to bring the rich down, that will help income disparity. what do you think of that plan? >> as we've seen under president obama, david, the exact opposite happens. one of the areas where obama has really hurt the economy is with small businesses. his investment tax increase really hurts small business. it went from 35% to 43% on passive income.

another issue, how important is this announcement made by the obama administration that they will have finally sold the last shares in gm? does this close the books on the u.s. government's auto bailout? what's the final tally? >> right. so yesterday, the government finally announcing they were selling their remainder shares in gm. you remember back during the financial crisis, gm got roughly around $50 billion from the government during the crisis. that money was converted into equity. the government bailed out chrysler, too. the government has made back $39 billion. so the taxpayers are still at a loss of roughly $10 billion. despite that loss, the government said this bailout was crucial because it was cheaper than the complete collapse of the u.s. auto industry which would have naturally led to job losses, huge pension reductions for employees. car sales are on track to be the best since before the recession. they are once again profitable. >> seen as investment in gm and chrysler. it keeps those twos companies alive. they're creating a lot of jobs. as far as $10.5 billion in u.s.

administration is calling an enrollment surge. they are pleased that 29,000 people signed up for obama care in the first 48 hours since their november 30 relaunch. you balance that against the fact that 5.6 million have had their insurance canceled. >> the administration likes to say that they're transparent. but what is 29,000 enrollees really mean? we don't know. >> but even if they were enrollees from start to finish, they're paid and all paid up, is that a good number? >> again, i would say we don't know, greta. we don't know. we've had testimony in congress on capitol hill saying that the back, the backup of this program is not working. the back end. >> is it finished? do you know if it's even finished? >> we don't know. in fact we're hearing now temporary payment plan to insurance companies. imagine this. we don't have income verification systems in place. because the president delayed that portion of the law. we don't have the ability to say to insurance companies, this person is eligible for a subsidy or not of the we're told now that the back end of the system doesn't do that yet.
